Justas Kazlauskas
Justas Kazlauskas is a strategic planning specialist at Neringa Municipality, Lithuania’s smallest local government body, which borders Russia’s Kaliningrad exclave. He specialises in strategic planning and public administration and manages EU-funded initiatives under the Interreg programme. An Oxford graduate in East European Studies, he has conducted research on regional security, strategic corruption, and small-state diplomacy in Central and Eastern Europe, and has contributed to USAID regional anti-corruption initiatives. He is currently undergoing officer training at the General Jonas Žemaitis Military Academy of Lithuania.
