Although saying thatthe army’s spring mobilization had succeeded in all regions ofRussia, Col. Gen. Vyacheslav Zherebtsov, the man in charge ofrecruitment, acknowledged that some 20,000 young Russians haddodged the draft, Interfax reported July 11. The general suggestedthat this figure was somewhat lower than the one for last year.
