AMNESTY:

The Minister of Justice announced preparations for an amnesty which would release 94,000 convicts from Russian prisons. The amnesty is another sign of the collapse of public services under budgetary pressure. Russia has a million convicts, more than any other country on a per capita basis, and spends less than a dollar a day on the average prisoner’s upkeep.
