AMNESTY PROPOSED IN RUSSIA.

Publication: Monitor Volume: 3 Issue: 108

Russian procurator general Yuri Skuratov says more than one-third of Russia’s prisoners could be released under an amnesty which the law-enforcement agencies plan to submit to the Duma. If parliament gives its approval, 440,000 prisoners could be freed from prison and pre-trial detention. Russia has 1.2 million people in custody. Skuratov said conditions in some Russian prisons and pre-remand centers do not meet European human rights standards. (Interfax, May 28)
