The Duma, not the president,can grant an amnesty, Yeltsin’s national security aide Yuri Baturintold Russian radio June 9. His comments came in reaction to reportsfrom the Grozny peace talks that both sides had reached an understandingthat Yeltsin would amnesty all participants in the Chechen conflict.The president can grant clemency to those convicted of a crime,but under the constitution, he cannot give an amnesty, Baturinsaid.
