ARMY PROTESTS FUNDING SHORTFALLS.

Russia’s military leadership kept up the drumbeat of criticism over arrears in state funding yesterday, saying in a message to the government that an extremely difficult financial situation has developed in the armed forces. A Defense Ministry representative provided no details, but said military leaders hoped that an order from Russia’s prime minister — calling for the army to receive priority consideration in the payment of debts — would be fulfilled.
