Saying that Russia faces a new “time of feudal lords,” Andrei Fadinsaid in Obshchaya gazeta (no. 20) that the increasing authoritarianism ofregional elites was more effective than democratic reforms in checkingMoscow’s authoritarianism. As a result, the enlightened authoritarianism,which presidential advisor Andrannik Migranyan has urged Yeltsin to adopt,will not happen. Fadin noted that Yeltsin himself was now trapped by thepower he had given the regional chiefs, over the objections of the Duma, andthat the Russian president lacked the communist party apparatus which inSoviet times had allowed Moscow to control regional aspirations.
