Baku plans to sell 5 to 10 percent of the offshore Shahdeniz field to Iran, the Turan agency reported May 10. Moreover, both Azerbaijan and Western oil companies will exploit the swap provision exceptions in President Clinton’s trade embargo in order to speed up the export of oil from the region, the service said. The exceptions in Clinton’s executive order provide that oil producers in Central Asia and Kazakhstan can “swap” oil with Iran, trading their oil which they find it difficult to export for Iranian oil which can be shipped from Persian Gulf ports.
