China’s Foreign Minister Qian Qichen, on a visit to Russia, is flying to Sochi for a previously unscheduled meeting with President Boris Yeltsin. Officials in the Russian general staff say that work is under way to prepare joint armaments projects, such as deliveries of Russian arms and the repair and modernization of Chinese ones. (3)
Yeltsin and his General Staff are only too happy to have domestic critics and Western leaders know they have viable foreign and military policy alternatives to the West. Yeltsin paid his first visit to China in December 1992. Defense Minister Grachev visited there last May.
