Anatoly Chubais told journalists in Washington that the World Bank will release to Russia a $600 million loan by the end of June which will go immediately to pay wage arrears. (Interfax, April 30) He said that the IMF has approved the government’s economic program for 1997, and this will release the delayed $1 billion in credits from the IMF under the Extended Fund Facility. When asked who is at fault for the wage arrears, Chubais replied: "Soviet power and the senseless economy which existed for 70 years, and also those who opposed the reforms."
