CHUBAIS WANTS TO ASSERT CONTROL OVER RUSSIA’S REGIONS.

Presidential Chief of Staff Anatoly Chubais says that most of Russia’s problems stem from the weakness of the state. He was addressing a conference in Moscow yesterday on the observance (or lack of observance) of federal laws by local governments. Chubais said a stop must be put to a situation where many of Russia’s regions have promulgated laws that contradict federal legislation. In reality, the center has few levers with which to influence the regions. Chubais called for the creation of a new body that would monitor regional legislation and sound the alarm when it did not conform to federal laws (Itar-Tass, RTR, October 29)
