The Commonwealth of Independent States held a long-delayed summit meeting in Moscow on April 2. Boris Berezovsky, the Russian tycoon who held the post of CIS executive secretary, did not attend. His private plane, en route from Paris, was denied entry into Russian airspace, and he landed instead in Kyiv in Ukraine. The summiteers replaced Berezovsky with Yuri Yarov, Boris Yeltsin’s representative to the Federation Council, the upper house of Russia’s parliament. Berezovsky, in an interview from Kyiv, said he feared arrest in Russia and might seek political asylum in Ukraine.
