CIS COUNTRIES REJECT MOSCOW’S ATTEMPT TO SPEAK FOR THEM TO NATO.

Meeting in Moscow yesterday, the Council of Foreign Ministers of CIS member countries turned down a Russian proposal to empower the secretary-general of the CIS Collective Security Council (CSC) to represent CIS countries in discussions with NATO. (Itar-Tass, October 17) The CSC consists of heads of the states signatory to the 1992 CIS collective security treaty and the commanders-in-chief of those countries’ armed forces. The secretary-general heads the CSC’s permanent staff in Moscow.
