Prime Minister Primakov chaired a weekend meeting in Moscow trying to find a solution to the conflict between Ingushetia and North Ossetia over the disputed Prigorodny district, which is part of North Ossetia but has traditionally been inhabited by Ingush. The meeting was attended by the presidents of North Ossetia and Ingushetia and representatives of the security and law enforcement entities. Despite a heavy police presence in the district, tensions between Ossetians and Ingush returnees boiled over into fresh bloodshed a week ago. President Ruslan Aushev of Ingushetia proposed that Prigorodny district should be given the status of a condominium (RTR, September 19).
