CONSTITUTIONAL COURT TO RULE ON YELTSIN’S BLACK SEA FLEET ORDERS.

Now that the Russian Constitutional Court has entered thepolitical fray in earnest, it will examine whether Yeltsin violatedconstitutional and legal procedures in rejecting legislation whichimposed a moratorium on unilateral cuts in the size of the BlackSea Fleet and in ignoring a Soviet-era law that gave Moscow administrativecontrol of Sevastopol, Interfax reported July 31. The case hasbeen brought by Konstantin Zatulin, chairman of the Duma CIS affairscommittee and leader of a special parliamentary commission onthe Black Sea Fleet. Preliminary hearings are expected in theearly fall.
