CULTURAL TREASURES LAW PASSED ONCE AGAIN.

On June 10 Russia’s Federation Council voted by 121 to 4 to override President Yeltsin’s veto on the law banning the return of cultural artifacts seized during World War II. Yeltsin had vetoed the law for the second time on May 22, claiming the postal vote procedure the council used to approve the law was unconstitutional. If Yeltsin again refuses to sign the bill into law, a spokesman said, the council will appeal to the Constitutional Court, since the constitution declares that the council can override a presidential veto with a two thirds majority vote.
