DELIMITATION ACCORDS AIM TO PRESERVE RUSSIA’S INTEGRITY.

On Tuesday in Moscow, leaders of the Udmurt republic sign a package of agreements on power-sharing with the federal government. The new arrangement gives the Ural mountain republic greater authority over its natural resources, budget, and other governmental functions. President Yeltsin used the occasion to boast that Russia has managed to preserve its integrity because the federal system works in many respects. (5) Similar agreements are forthcoming with the Komi republic, and with the regions of Krasnodar and Kaliningrad. However many of Russia’s regions remain deeply dissatisfied with the pace and scope of decentralization.
