DID RUSSIA CONDUCT A NUCLEAR TEST?

The U.S. indicated yesterday that it would press Moscow for an explanation of a "seismic event" detected 12 days ago in the vicinity of Russia’s nuclear test site at Novaya Zemlya. Administration officials reportedly do not know exactly what caused the "event," but they believe it could have been a nuclear test and are "seeking clarification from Moscow." Russian officials have denied that any such test took place and insist that the country is sticking to a moratorium on nuclear testing that it announced in 1992. (Reuter, August 28)
