ESTONIANS, FINNS MEET ON ILLEGAL IMMIGRANTS.

Stung by recent criticismfrom the UN High Commission on Refugees that Estonia and Latvia arefailing to live up to international standards on the treatment ofillegal migrants, Estonian officials met with their Finnishcounterparts May 30 to try to reach an accord on this point. Helsinkihas said that Estonia must agree to return all illegal immigrants ifthe two countries are to establish a visa-free regime. The EuropeanUnion has indicated that both Baltic countries must accede to theGeneva convention on the handling of migrants as a condition ofmembership. Estonian officials argue that they are already in basiccompliance and say that Tallinn will sign the convention when it canafford to meet all its provisions.
