Western news organizations are political and commercial threats the state must counter with censorship and protectionism. That is the essence of the “information security doctrine” President Putin signed last week. Foreigners in Russia, said the National Security Council paper, may spread false information on Russian policies and conditions and force Russia “out of domestic and international information markets.” The paper recommends no specific measures but says the government must “clarify” the status of foreign media and journalists working in Russia.
