GERMANY CAUTIONS MOSCOW ON CFE.

The German foreign and defenseministers on May 23 warned Moscow against violating theConventional Forces in Europe agreement. In comments widelyquoted in Europe, foreign minister Klaus Kinkel said Moscowmust not take “one-sided measures” in this sensitive securityarea. Defense minister Volker Ruehe was more explicit: he saidthat “no one can just sit back and take it when Russiangenerals say they want to cancel the rules.”

The German statement highlights a split in the West. Atthe Moscow summit, President Clinton said that the UnitedStates would back Russia’s demand for a modification in CFErules on flank deployments.
