Emergency measures by the Russian government in the last two weeks have considerably increased the flow of revenues to the cash-strapped budget, presidential aide Anatoly Chubais claimed over the weekend. (Itar-Tass, November 2) Finance Minister Aleksandr Livshits confirmed that tax revenues had increased in the second half of October. Livshits told the Financial Times that mid-October was "the peak of the financial crisis" but that collection grew in the second half of the month and that, overall, tax collection was higher in October than in September. (Financial Times, November 2) It remains to be seen whether the effects of the government’s highly publicized campaign can be sustained.
