On June 24, Kadyrov, who four days previously had celebrated the second anniversary of his appointment by Putin, began a four-day visit to Germany as a guest of the German government and the German parliament. Kadyrov was scheduled to have talks in the German Ministry of Foreign Affairs and with members of the Committee on International Affairs and the Committee on Human Rights of the Bundestag. He was also to give a talk to the German Foreign Policy Society, a body that includes “leading political and social figures of the country” (Komsomolskaya Pravda, June 26).
