After three hours of meetings with his Russian counterpart, Defense Secretary William Perry said in Washington on Thursday that a "distinct gap" remains between NATO and Russia on Moscow’s participation in the peace implementation process in Bosnia. Russia, a traditional ally of the Bosnian Serbs, has steadfastly refused to participate in the force if its troops are led by NATO commanders, a stipulation that Western allies say is not negotiable.
