The splashy reforms that knocked regional leaders out of the federal parliament are only part of the Kremlin’s drive to strengthen the central government. Bringing regional legislation into conformity with federal statutes is a more mundane but possibly more important project. It is moving unevenly forward.

Leadership of the harmonization exercise belongs to the presidential representatives who head the seven federal districts that President Putin created last May.
