Aleksandr Livshits, Yeltsin’s economic advisor and a frequentcheerleader on the Russian economic situation, told Russian televisionJuly 25 that the Russian economy had stopped its decline, buthe acknowledged that it would not soon begin to grow. Moreover,he said that much of the growth taking place in some sectors wasof the wrong kind: it was leaving Russia a raw material supplierto advanced countries rather than rebuilding the Russian industrialbase. Federation Council speaker Vladimir Shumeiko said on thesame station that as a result of these problems, the Russian governmentshould seek to preserve and possibly even expand the economy’sstate sector.
