MOSCOW FINALLY TO LAUNCH MILITARY REFORM.

Boris Yeltsin said yesterday that Russia’s military reform program will be launched in practical terms following a meeting of the country’s Defense Council later this month. (RIA, May 8) Yeltsin’s remark comes one day after the Defense Ministry announced it is finalizing work on a new draft military doctrine. (Itar-Tass, May 7) Russia’s defense reform effort has been stymied by discord between the leaderships of the Defense Council on the one hand and the Defense Ministry and General Staff on the other.
