MOSCOW MAYOR DENIES CHARGES OF ETHNIC PREJUDICE.

Moscow mayor Yuri Luzhkov has rejected accusations that he is conducting the fight against crime in Moscow along ethnic lines and fostering prejudice against people from the North Caucasus and Transcaucasia. Luzhkov said the innocent have nothing to fear from his campaign against crime. (Interfax, July 18) Russian and Western human rights activists have pointed, however, to (frequently unwritten) regulations such as that requiring Moscow hotel guests of North Caucasian descent to register with the police before attempting to check in at the hotel.
