MVD LISTS "CRIMINAL CANDIDATES"

Minister of Internal Affairs Anatoly Kulikov says that his agency has sent the Central Election Commission a list of 85 names of candidates running for the Duma who either have faced or are facing criminal charges. Kulikov said that what to do about this information is up to the CEC. CEC chairman Nikolai Ryabov said that his body would tell the various parties and blocs which of their candidates have criminal histories, and if these organizations do nothing, the commission will make the names public. Meanwhile the leader of the Duma faction of the Democratic Party of Russia, Stanislav Govorukhin, said that he is afraid that the next Duma will be a "Conference of Russian Godfathers," and that the MVD’s measures are insufficient. In Govorukhin’s opinion, the only real step which can prevent the election of criminals to the Duma would be the lifting of parliamentary immunity. (6)
