Lt. Gen. Victor Kazantsev has been appointed commander of the North Caucasus Military District. The post became vacant when Col. Gen. Anatoly Kvashnin was named to head the General Staff. Kazantsev had been Kvashnin’s first deputy. (RIA Novosti, July 31)
