Shmidt Dzoblayev, the leader of the Assembly of National-Democratic and Patriotic Forces of Russia, said he would convene a meeting of all North Caucasian governments to discuss how to get out of the current situation there, Segodnya reported June 21. Dzoblayev’s group, which Moscow at one time had seen as a lever to be used against Dudayev, has become increasingly independent: it now blames the Russian nationalities ministry for ineptitude and has called on local officials not to cooperate with the ministry’s officials. According to the paper, officials around Yeltsin and presumaby the president himself are furious with the group’s plan to go ahead with a meeting July 1.
