One vote against Putin’s proposals on federal-regional relations came from the honorable gentleman from Karachaevo-Cherkessk, tycoon and Duma deputy Boris Berezovsky. Berezovsky said the three bills threaten “the territorial integrity of Russia, and democracy.” He called creation of the seven federal districts an “extremely dangerous” step which could hasten Russia’s break-up. As always, Berezovsky’s statements provoked much speculation about his purposes and intentions. Muscovites agree: If not for ulterior motives, Mr. Berezovsky would have no motives at all.
