PARLIAMENT APPEALS TO YELTSIN TO RETHINK HIS VETO.

After failingMay 24 to override Yeltsin’s veto of the parliamentary election bill, the Dumaasked the Russian president to reconsider his position, Moscow radio reported.Yeltsin sought in his above-mentioned television appearance to suggest thatthe real conflict was not between him and the parliament, but between the twohouses of that body – the Federation Council, which wants more single-memberdistricts; and the Duma which prefers party list voting. In one of manycommentaries on Yeltsin’s veto May 24, Nezavsimaya gazeta said that if noelection law is passed soon–and it suggested none would be–then Russiawould have to choose between “the lesser of two evils”: “an indefinite delay ofelections or elections by decree,” both of which would undermine democracy inRussia.
