In another crime-fighting measure, President Yeltsin, who lately makes Alice’s Red Queen seem a model of judicious behavior, issued a decree deposing the elected mayor of Vladivostok. Just a year ago, Yeltsin had strongly defended the mayor, who was then supporting Yeltsin’s efforts to fire the elected regional governor. The decrees are probably neither constitutional nor enforceable. Neither the governor nor the mayor show any signs of leaving.
