RESPONSE TO UN BOSNIA RESOLUTION.

Russia has cautiously welcomed the September 19 UN Security Council statement demanding an immediate halt to all military activities in Bosnia, but officials in Moscow say that it did not go far enough. At Russia’s request the Security Council held consultations on efforts to halt the offensive by Croatian and Bosnian government forces. Russia circulated a draft resolution demanding an immediate cease-fire throughout Bosnia-Herzegovina, failing which the council would consider unspecified "measures to achieve compliance." The consultations are thus far inconclusive but are scheduled to continue. Russian diplomats moreover argue that the UN economic sanctions against rump Yugoslavia should be lifted as a reward for Belgrade’s restraint during the latest fighting in Bosnia and its contribution to negotiations. Russia almost certainly will propose additional measures in the Security Council designed to blunt the Croat-Moslem military offensive which is wresting large chunks of territory in western Bosnia from the hands of Bosnian Serb forces. Russian diplomats moreover argue that the UN economic sanctions against rump Yugoslavia should be lifted as a reward for Belgrade’s restraint during the latest fighting in Bosnia and its contribution to negotiations.
