Russian president Boris Yeltsin yesterday submitted the bilateral agreement signed in March 1995 conferring basing rights on Russian forces stationed in Armenia to the Duma for ratification. Yeltsin commented in an accompanying statement that the agreement legalizes Russia’s military presence there, which is relevant "not only to the Transcaucasus but also to adjacent Near and Middle East areas."
