The chairman of the Russian Citizens’ Union in Estonia’s Russified city of Narva, Yuri Mishin, is warning that Russians there and in other urban areas may proclaim their own, parallel government unless non-citizens of Estonia are allowed to vote and to run in this year’s municipal elections, regardless of whether they possess a residency permit. Mishin was cited as crediting like-minded circles in Latvia’s Russified city Daugavpils with the idea. A majority of Russian residents of Narva added a demand that candidates for local office not be required to have a working knowledge of the Estonian language. (BNS, April 20-23)
