RYBKIN SAYS ELECTIONS COULD BE DELAYED.

Duma speaker Ivan Rybkin said that parliamentary elections could be delayed–such a step would allow legislators to learn their jobs, he said–but only by a vote of the Duma itself, Rossiiskaya gazeta reported June 2. Rybkin, who heads one of the country’s two main electoral blocs, also said that Moscow should issue an amnesty to Russians who have illegally transferred money abroad and who are willing to return it. He said that illegal capital flight was costing the country more than $2 billion every month.
