Although Belarusianpresident Aleksandr Lukashenko did take part in the second round ofvoting May 28, only slightly more than 100 additional members ofparliament were elected, leaving the parliament without a quorum, Minskradio reported. Low voter turn-out–less than the 50 percentrequired–invalidated many races. Among the losers: former PresidentStanislav Shushkevich and Zenon Poznyak, whose Popular Front was almostentirely wiped out. The failure of the second round to produce a quorummay give Lukashenko a free hand in his drive to integrate Belarus withRussia, but the often unpredictable Belarusian president has said hewill consult with members of the old parliament before taking anysteps.
