Despite the celebratory mood in the Russian government aboutthe accord with Chechnya, The Russian Security Council has prepareda secret study that suggests that peace between Moscow and Chechnyais "in principle" impossible, Izvestiya reportedAugust 2. The study reportedly suggests that the differences betweenthe two sides are too great, the paper said, adding that suchfindings give grist to the mill of those in Moscow who want tocontinue the war. Meanwhile, Prime Minister Viktor Chernomyrdinstressed that both sides want peace, and that the recent changesin the composition of the Chechen delegation will not have anyeffect on the agreements reached so far, the paper reported.
