SEVEROMORSK NOW A CLOSED CITY.

President Boris Yeltsin has decreed that the northern city of Severomorsk, together with 5 adjoining communities, is to be a closed administrative-territorial district. The city, 16 kilometers northeast of Murmansk, is home to the headquarters of the Northern Fleet and to a military shipyard. The presidential press service said that the decree would create "a reliable security zone" for these facilities while ensuring "the ecological safety of the population."
