SHUMEIKO CONCEDES MOSCOW’S POLICY "NOT ALWAYS HONEST."

In the face of continuing Georgian protests, both official andpopular, Russian Federation Council chairman Vladimir Shumeikoconceded in Tbilisi that Moscow’s policy on Abkhazia was "notalways honest" and that Russian assistance to Abkhazia shouldbe cleared with Tbilisi; Russian radio reported July 12. Further,during meetings with Georgian officials, he endorsed Georgia’sintegrity, and called for the return of Georgian refugees to Galirayon–a small part of Abkhaz-controlled territory. But theseexchanges are almost certainly irrelevant since Shumeiko doesnot make Moscow’s policy on Georgian-Abkhaz issues.
