Like Moscow and other major Russian cities, SaintPetersburg faces a rising tide of homeless children. The city’smayor, Anatoly Sobchak, has announced his solution: the establishmentof special military cadet schools in which such children willbe enrolled, Krasnaya zvezda said July 22.
