TAJIK TALKS IN JEOPARDY AS FIGHTING SPREADS.

The fifthround of inter-Tajik negotiations, earlier rescheduled from Augustto September, may be in jeopardy because Dushanbe now insiststhat the talks be held in Ashgabat, refuses to discuss constitutionalarrangements and has blocked the exchange of prisoners it hadearlier agreed to, Russian radio reported August 25. The Tajikopposition wants the talks to be held in Vienna and has announcedplans to appeal to the UN, Pakistan, Afghanistan, and the CentralAsian countries to pressure Dushanbe. These diplomatic discussionstake place against a background of increasingly widespread iflow-intensity fighting between the two sides.
