Former Prime Minister Pavlo Lazarenko, fleeing from warrants in Switzerland and Ukraine, has spent the past month in the United States awaiting adjudication of his application to enter the country. American immigration authorities denied him admission when he arrived in New York without documentation last February. When he sought asylum as a political refugee, the Immigration and Naturalization Service pointed to his nomination as a candidate in October’s presidential elections as grounds for rejecting the claim. The issue is now before a court in San Francisco. Lazarenko is sought on charges of fraud, embezzlement and money laundering.
