President Leonid Kuchma’s chief military advisor said that Kiev had not signed on to the CIS collective security treaty because “we don’t want our lads to get killed in Chechnya or on the Tajik-Afghan border,” Kiev’s Nezavisimost reported May 24. Maj. Gen. Vadim Grechaninov said that the Ukrainian military was making progress on its own–reducing in size, civilianizing the defense ministry itself, and depending less on conscription.
