WARSAW: RUSSIA COULD ANNOUNCE OSCE INITIATIVE.

Poland’s foreign minister told reporters in Warsaw yesterday that he expects Moscow to unveil an alternative to NATO enlargement at the December OSCE summit in Lisbon. Darius Rosati said that he did not know precisely what the Russian proposal would contain, but he expected it would be a plan for a broad European security system that would give pride of place to the OSCE rather than to NATO.
