YELTSIN ATTACKS KUCHMA ON FLEET

. At his September 8 news conference, Yeltsin accused Ukrainian president Leonid Kuchma of dishonesty for refusing to proceed with the partition of the Black Sea Fleet. "We sign the agreement, several days pass, and he refuses to fulfill it. How can one act like that?" Yeltsin was referring to the May 1995 agreement signed by the two presidents in Sochi which set forth the conditions of the fleet’s partition and its future basing. The two sides interpret that document differently and have since continued the negotiations without agreeing on a common interpretation.
