Publication: Monitor Volume: 1 Issue: 9
Citing a lack of progress in talks with the three Baltic countries, Moscow has dissolved the Russian delegations that had been participating in them, Molodezh Estonii reported May 10. Russian foreign ministry Baltic desk chief Vladimir Udaltsov said that Yeltsin had taken this step in order to force the talks to be conducted at a new and higher level. Udaltsov added that Moscow’s relations with Estonia were especially difficult largely because of Tallinn’s attitudes toward ethnic Russians in Estonia.
