YELTSIN SEEKS EXTENSION OF MORATORIUM ON BORDER CHANGES.

BorisYeltsin has asked the Duma to extend the moratorium on borderchanges among the country’s regions, Ogonek (no. 24) reported.The current ban on such changes runs out July 1; Yeltsin wantsit extended to January 1, 1997. Among the regions seeking bordershifts are South Ossetia and Ingushetia, Astrakhan Kalmykia, Kabardinia and Balkaria, the Cossacks, the Shapsugs,and the Germans. A Yeltsin aide stressed that the law on the rehabilitationof deported peoples would remain in force but suggested that itsprovisions for the restoration of pre-1941 borders should be ignored.Any border changes, Arkady Popov said, would be very dangerousnow.
